The program <\/span>MDM Invest<\/b>, initiated by the Moroccan government, is a strategic initiative designed to support investment by Moroccan companies. <\/span>Moroccans living abroad (MRE)<\/b> and channel their resources into productive projects in Morocco. The scheme is open to Moroccans living abroad with a valid residence permit, as well as to people who have recently returned to the country (in the year preceding the application) and who have a project worth at least one million dirhams.<\/span><\/p>\n

The program operates on a co-financing basis: the MRE project leader must provide <\/span>at least 25 % of the investment amount<\/b> in foreign currencies, paid into a dedicated account in dirhams or convertible currencies, which requires rigorous financial structuring supported by search for suitable financing<\/strong><\/a>.\u00a0<\/span><\/p>\n

Added to this is a <\/span>10 % non-refundable grant from the MRE<\/b>, capped at <\/span>5 million dirhams<\/b>, The remainder can be financed by bank credit or other financial contributions. The remainder can be financed by a bank loan or other financial contributions.<\/span><\/p>\n

The sectors concerned are particularly buoyant: the\u2019<\/span>industry and industrial services<\/b>, l\u2019<\/span>education<\/b>, the <\/span>health<\/b> and the\u2019<\/span>hotels<\/b>, while the real estate sector is excluded from the system. The file is submitted to a Moroccan bank which, after validation of the eligibility, the feasibility of the project and the contribution of the MRE, transmits it to Tamwilcom for the release of funds, a step which may require a independent financial evaluation of the project<\/strong><\/a>.<\/span><\/p>\n

In the event of disinvestment within five years of the last payment, the subsidy must be repaid in full - a condition that guarantees the project owner's long-term commitment. Processing is fast: 21 working days for the bank and 5 days for Tamwilcom after validation.<\/span><\/p>\n

This scheme has been revised for greater flexibility: Tamwilcom now offers a loan named <\/span>MDM Tamwil<\/b>, guaranteeing up to 40% of the project at an advantageous rate (around 2.5% excluding taxes) and making it possible to finance projects starting at 2.5 million dirhams, solo or in partnership. Faced with these persistent efforts, between 2002 and 2022, only 48 files were approved, highlighting the crucial need for broader and more effective support for MREs, particularly in terms of subsidies and investment incentives<\/strong><\/a>.<\/span><\/p>\n
