The program TAHFIZ is part of the Moroccan State's desire to promote youth employment and support businesses in their first years of activity. Managed by theANAPEC, it specifically targets newly created companies and associations between January 1, 2015 and December 31, 2026. The idea is simple: give a fiscal and social boost to structures in the launch phase, so that they can recruit without the payroll becoming an obstacle to their development.

One of the main advantages of TAHFIZ lies in theexemption from income tax (IR). This exemption concerns salaries paid to five employees maximum, recruited in the first two years following the creation of the company. It is valid for a period of 24 months and the exempt salary is capped at 10,000 dirhams per month and per employee. In other words, for two years, the company does not deduct IR from the remuneration of these young recruits, which significantly reduces labor costs. This device can be combined with a optimized management of tax declarations to guarantee compliance with all obligations to the administration.

But TAHFIZ goes further than just the IR exemption. The device also provides for the payment of the employer's share of social security contributions. Concretely, this means that the State covers the employer's contribution to the CNSS as well as the professional training tax (TFP) for the employees concerned. For an entrepreneur, this is not only a tax advantage, but also a substantial reduction in social charges, which are often heavy in the first years of activity. Support in payroll and social declaration management allows you to take full advantage of these exemptions without administrative errors.

This program is therefore particularly attractive for start-ups and SMEs in the launch phase. It makes it possible to build a qualified and motivated team without jeopardizing the financial balance of the company. In addition, the condition set by TAHFIZ — recruitment within the framework of permanent contracts (CDI) — promotes job stability and the loyalty of young talents. To secure good internal organization and compliance of procedures, a social audit can be carried out to verify that all human resources obligations are met.

Beyond the numbers, TAHFIZ has a real entrepreneurial impact. It gives young structures a chance to focus on growth, innovation and conquering new markets, rather than worrying only about salary costs. It also contributes to the professional integration of young people, by offering them stable positions in an environment where unemployment among first-time job seekers remains a major challenge. To strengthen the financial strategy and plan development, companies can also benefit from a search for suitable financing in order to supplement the resources made available by the State.

In short, the TAHFIZ program is not only technical or financial assistance, it is a partnership between the State and entrepreneurs to stimulate employment, support innovation and strengthen the Moroccan economic fabric. For project leaders, this is an opportunity to be seized from the creation of the company in order to optimize its resources and maximize its chances of success.
